					<description>The whole idea of decisions by a selection from 'The People' has to be admired, but it places a heavy load on those selected and on those who have the responsibility of educating them to make a valid decison. The presence of those who have already made up their minds is not acceptable, but how they can be eliminated 'fairly' begs a lot of questions. 
The alternative of rule-by-experts is not infallible, as was shown by the recent catastrophic test of a new monoclonal antibody which resulted in near-death experiences for several of the volunteer guinea-pigs; clearly, to all who understood what was going on in the field, these experts didn't do their job properly, assuming that they really were experts.</description>
